Governor César Duarte Jáquez

Cesar Horacio Duarte Jaquez, was born in Parral, Chihuahua on april 14th 1963, the ninth of ten children from Crescenciano “Chano” Duarte and Blandina Jaquez marriage.

He is married to Bertha Olga Gomez Fong, with whom he had three children, Cesar Adrian 21 years old, and twins Bertha Isabel and Olga Sofia, both 19 years old.

For over 15 years he lived and worked in Ciudad Juarez, Chihuahua, where his children were born.


He is a lawyer, from the University of The Valley of Mexico, with four diploma courses. He is a member of the Institutional Revolutionary Party since 1979; and he has been a local Deputy, as well as twice, a Federal Deputy.

During his political career he has been Municipal, State and National Political Advisor, since 1993 until today. In 1995 he was General Secretary of the Municipal Directive Committee of PRI in Hidalgo del Parral; President of the Municipal Directive Committee in the same municipality from 1996 to 1998; Delegate in several locations from the National Executive Committee of PRI from 1998 to 2008, as well as Coordinator of Agrarian Sector in the State of Chihuahua from 1999 through 2006.

He was also, President of the National Peasant Confederation of the State of Chihuahua and Secretary of Organization of the National Executive Committee of the Agrarian Central of PRI, as well as he has been dedicated to construction and livestock.

He was an alternate Federal Deputy and became elected Federal Deputy on two occasions, to the LVIII Legislature from 2000 to 2003 for proportional representation, and to the LX Legislature since 2006 to 2009 for the IX Federal Electoral District of the State of Chihuahua.

As a Deputy of the LX Legislature, he introduced, among other law initiatives, the Agricultural Field Energy Law, unanimity approved, as well as reforms to speed the Credit Application and Resources to the Country Primary Activities.

In the year of 2003, he was President of the Communications Commission; in 2006 he was a member of the Ordinary Commissions of Energy, Budget and Public Accounts and Communications, besides of the Special Commissions of Livestock and following of the National Agreement for Agricultural Field and Agricultural Chapter for TLC.
He was Deputies Coordinator of the Agricultural Sector from 2006 to august 2008.

He was also a Deputy of the Congress of the State of Chihuahua for the XXII Local Electoral District from 2004 to 2006, where he was also the President in the year of 2005.

He is the first chihuahua local, who became unanimity elected President of the Congress of the Union, from 2008 to 2009 of the LX Legislature, which allowed him to broaden his State horizons regarding national issues, particularly in Chihuahua, managing resources for our State in the middle of an unprecedented economical crisis.


In the private sector, he was commercial director of the Alta Tensión, S.A. de C.V. corporation, from 1984 to 1986; he was a member of the Advisory Council of the National Chamber of Commerce (CANACO) from 1990 to 1992, and of the Advisory Council of the Employers’ Confederation of Mexican Republic (COPARMEX), from 1996 to 1998. He is an advisor and a distinguished member of the National Bar Lawyers College, A.C.


In social sector, in 1991 he was Founder President of the Political Action Group; in 1994 he became an advisor in the Supreme Council of the Tarahumara; in 1998 he was a member of the Rural Transporters Union and in 2004 he was President of the Livestock Association North Division of the State of Chihuahua, with 18 thousand partners, who enjoy the benefits of several support programs for their activities, among others, the genetically cattle improvement.


During his political career he has worked as a lecturer and speaker in several forums. He was a speaker in the Agricultural Field Energy Law presentation in year 2001; in 2002, he was a lecturer in the Social Livestock Forum; speaker in the “Artificial Insemination” Forum in year 2003. In the year of 2005 he was a speaker in the “Electoral Reform” Seminary; that same year he was a lecturer in “Indian Integration”.


From 1998 to 2002 he worked in editorials for the “El Sol de Parral” (The Parral Sun) Diary; he was also an editorialist in “El Semanario” from 1998 to 2004; in 2001 to 2005 he worked with “El Norte de Ciudad Juárez”, as well as in many other publications. He is an avid reader of universal selected literary works and political, economic and social essays, which allow him to update and constantly study his environment and general aspects.


Cattleman from the Rancho Mesa de Las Ajuntas in 1980; owner of the car agency CADS MOTORS from 1984 to 1993; he presided the Board of Directors of the Real-Estate of the North, S.A. de C.V. in 1993; Director of Pavement and Services of Parral in 1999; farmer of La Nogalera Las Cuatas in 2002 and advisor of Hydroponics of Parral during 2005.


He is the Constitutional State Governor of Chihuahua through 2010-2016, elected by an unprecedented democratic process, promoted by the Institutional Revolutionary Party, The Labor Party, New Alliance and Convergence.
